The Michigan Veterans Affairs Agency (MVAA) is accepting grant applications for FY2018 to provide one-time funding to develop and standardize a process for which veterans receive credit equivalencies for military experience.
Q: Is a credit equivalency a comparison between at least one of our current course offerings and one or more courses completed by a military service member?
A: Yes, a credit equivalency is when recommended credit from the Joint Services Transcript (JST) transfers to your college as a course offered in your academic catalog. For example, if you look at this sample JST, there is recommended credit for Business Communications for AR-1408-0200 V01 (Adjutant General Officer Basic). If, upon evaluation of the course exhibit on the JST, your college awards the student transfer credit which is the equivalent to a course in your college catalog, such as BUS 321-Public Relations, that would meet the definition of an equivalency.
Q: Do you recommend we use the American Council on Education (ACE) Military Guide as a benchmark to assess a potential attendee's Joint Services Transcript (JST)? The ACE's Military Guide website appears to be still under going maintenance and upgrades.
A: The ACE Military Guide is a helpful tool when evaluating the JST for transfer credit equivalencies. The JST is similar to a university transcript in that it provides an accurate record of a veteran’s military education and occupations. The ACE Military Guide provides more detailed information related to the education and occupations, much like a college catalog and course syllabus. It will outline length of training, instructional strategies, methods of assessment, and learning outcomes. Information provided by the online guide may differ depending on when the training and occupations were evaluated. Using this tool will provide faculty and transfer evaluators the information they need to determine if military education and occupations meet the learning objectives and outcomes for a particular course.
Q: In the RFP, are grant categories the same as grant areas?
A: Yes. Grant categories is used interchangeably with grant areas and grant focus areas.
Q: Can you define the term articulation as used in Grant Focus Areas #2, page 2, last sentence?
A: An articulation agreement between institutions of higher learning is typically an agreement to accept transfer credits as outlined in the agreement. Here is information on collaborative and articulation agreements by the Michigan Independent Colleges & Universities specifically outlining programs in place at peer independent colleges and universities in Michigan.
Q: Are the targeted career areas #2, p. 2 in rank order in emphasis, i.e., a. health care, etc?
A: The targeted career areas are listed in no particular order.
Q: If a Michigan college/university is not yet certified as a veteran-friendly institution but they complete the application process for veteran-friendly status by close of the open application period (July 31, 2018) would their on time submitted grant proposal be considered?
Q: For the projects that we include in the grant application, do we use the grant period to prepare for implementation or do we need to have all of the initiatives fully implemented within a year after the grant is awarded?
A: If implementation should take longer than the grant period, the decision to fund that initiative would be determined by the Program Manager. Please provide an explanation as to why the initiative would take longer and how it would be funded.
Q: Do you have an estimate for registration and hotel for the CMVE conference in September and for the summer kick off in Summer 2019?
A: The CMVE Steering Committee is currently finalizing details for the annual conference in September. Once the registration site is up, an announcement will be sent to the CMVE listserv and details will be posted on the MI CMVE website. They are also evaluating feedback from the 2018 Michigan Veterans Lead: Leadership Symposium to determine future dates for the event. Q: Are letters of support required or acceptable to include? I am thinking of letters from departments at Ferris where their salary will be in-direct costs.
A: Yes, those would be acceptable to submit. In-kind costs should be accounted for in the Budget Justification and Narrative.
Q: Are there minimum or maximum numbers of words for each section?
Q: For #4, Inter-institutional Agreements, do I need to list the community college that we want to work with to build these agreements?
A: Yes, and please provide an MOU.
Q: Is it possible for the MVAA program manager to consider a proposal favorably but want to get more information and/or negotiate some components of a submitted proposal?
A: Any additional required information would be detailed in the Notification of Award. If the award amount is less than what was requested, a Budget Amendment would be required to demonstrate the project could still be implemented.
